Tidung Island Harbormaster and Dock Authority (KSOP) conducted controlling for two boat taxis. The boats were operated to serve passenger from Tidung Island Dock to Kali Adem North Jakarta.

Related with Zahro Express boat incident, the controlling was focused on passenger number on boat. Dolphin boat served 174 passengers, the remaining passengers were served by Antareja boat which has capacity by 250 people.
